About University
Toraighyrov University (TOU) is one of the largest universities in Kazakhstan. TOU serves as a center of education, science, and culture not only in the Pavlodar region but also throughout the Republic of Kazakhstan.
Toraighyrov University was established in May 1960 by a Resolution of the Council of Ministers of the USSR dated September 20, 1960, as the Pavlodar Industrial Institute (PII).
The institute was initially located in two barracks and ten single-story buildings of the former 24th Military School. At that time, 400 students studied at three faculties—Mechanical Engineering, Civil Engineering, and Power Engineering. The educational process was conducted by 16 instructors, only one of whom held the academic title of Associate Professor.
Today, Toraighyrov University is a higher education institution with a rich and distinguished history. For more than half a century, it has been training highly qualified professionals for the entire country.
It is now a multifunctional innovative university, a leading higher education institution in the region, and the largest research center, widely recognized for its innovations and achievements both in the Republic of Kazakhstan and beyond.
Strategic Vision
Following its transition to a non-profit joint-stock company in 2020, the University gained academic and managerial autonomy, enabling it to independently determine its development strategy and design its own educational programs.
TOU has chosen the entrepreneurial university model. The interaction between business, government, and the scientific community has become the foundation that allows the University to achieve its strategic goals and ensure sustainable development.
